SUPPLY Production of heavy oil from the Tsimiroro field began onshore Madagascar in 2008 and output from this field is expected to grow slowly. By 2018 the Bemolanga oil sands development is expected to begin operations, significantly increasing Madagascan capacity. No offshore oil and no onshore or offshore oil or gas production is expected before 2020. DEMAND Madagascar has seen increasing oil consumption since 1999, all of which was imported before 2008. Consumption is expected to continue to increase but imports will flatten off. The country consumes no gas.
